Im surprised i didnt see the dark aura - shadow walk - cultists ferver ( i think thats it) combo that was doing 1000dps.
But as to the probably top 10 consistent skills: (by this i mean skills that have been consistently good since their introduction)
Spirit Bond
Frenzy
D-Shot
Eviscerate
Protective Spirit
Word of Healing
Infuse Health
Shock
Diversion
Apply Poison
Skills have come, and gone, but I cant remember a meta where these skills havent been atleast a viable option. Short term skills such as Warriors Endurance, Primal Rage, etc I didnt include coz they werent consistent.

And Spell Breaker. It has pretty much always stayed the same, and even though its use has varied it has never been a bad choice XD

I'm surprised no one mentioned splinter weapon(pre-nerf version without the per-attack limit)
Some of my favourite skills from way back:
prot spirit + guardian + reversal =staples of almost every prot build
meteor shower
echo (mending)
blood ritual/BIP
diversion + backfire
spiteful spirit
all skills that have stood the the test of time =D

I'm just going to do skill combos as well, cuz some need to be said in a group. Ranking in both "epicness" (as in lulzy) and usage:
1. Frenzy+Healing Signet (cannot get funnier than seeing a warrior use this and dying...)
2. Resurrection Signet (probably the most used skill in GW's history).
3. Protective Spirit (probably the most used monk skill)
4. uncapped minions+Blood of the Master (second most lulziest thing)
5. Barrage/Folly+any prep (aka A series of Charr Rangers)
6. Dragon Slash (until 100 blade's buff, this was probably the elite of choice for sword warriors)
7. "Save Yourselves!" (A must on every W/ and /W in PvE... so they say.)
8. Pain Inverter (The one skill to kill all AoE spiking monsters insantly)
9. Signet of Spirits/Call to the Spirit Realm (best spirit skill, imo)
10. Sunspear Rebirth Signet (the second resurrection skill to be a common skill? How could it not make it).

I'm a PvE'er and this list will be biased in that direction...
1. Prot Spirit
2. Barbs, just for the laughs when running minions
3. OotV, from the B/P days of TotPK cos the monk leaving did not mean the end of a run.
4. SS, but only because monster AI makes it too effective
5. Mantra of Concentration, has supplemented many farming builds
6. Power Drain, for godly hero interrupts and their e-management
7. Visions of Regret, as it used to be my favourite skill in Fort Aspenwood
8. Eviscerate, was one of the first elites I capped and is still my fave on the warrior.
9. RoJ, for allowing monks into PuGs to do something other than heal.
10. Arcane Echo, for making some of the above twice as much fun.
